The Civil War left millions of veterans, widows, and orphans in its wake. Soon thereafter, Americans began to reconsider what their government should do to promote the welfare of the most vulnerable of their fellow citizens. States such as Washington mandated through their constitutions support for institutions specializing in care for people with disabilities. There would be no Veterans Administration until after World War I.
